Glossary

Primary administrative or legal conclusion

The first written evaluation of a competent authority, administrative and/ or legal, based on particular facts about an existing irregularity, not excluding the possibility for a subsequent revision of the conclusion or its withdrawal in the course of the administrative or the legal procedure.

Priority axis

One of the strategic priorities in a given operational programme, containing a group of related operations, which have specific measurable goals.

Project

An economically inseparable chain of tasks aimed towards a common set of goals, related to the implementation of a specific technical function.

Project phase

A stage of a projects, which is technically and financially independent and has its own effectiveness.

Public expenditure

A public contribution towards the financing of operations by the state budget, by the budget of a regional or a local authority, by the European community via the Structural funds or the Cohesion fund, as well as similar expenses. A contribution towards the financing of operations by the budget of public institutions or associations of one or more regional or local authorities or public bodies, acting in accordance with the the Directive 2004/18/EC of the European parliament and the Council from 31 March 2004, regarding the coordination of commissioning procedures for public procurement of work, deliveries and services, should be considered as similar expenses.

Request for funds

An official written document filled-in by the Managing authority and submitted to the National fund, requesting the necessary financial means to complete the payments to the Beneficiaries during a certain period.

Suspected fraud

An irregularity, initiating administrative or legal procedures at the national level, in order to determine the existence of a behaviour at the international level, in particular – fraud. The managing authority of the OPT must implement a procedure to reveal, avoid and correct any irregularity and to reclaim completed illegal payments (including interest due on delayed payments, where applicable).

Verification

An activity, by means of which the Managing authority assures itself and guarantees to the Certification authority, that the work, the products and the services are completed or rendered, and the declared operational expenses of the Beneficiaries really are effected and correspond to the national rules and the rules of the European Community.
